KEY FUNCTIONS OF THE BOARD

Acting on behalf of the people of each community, the school board will fulfill the following functions:

Responsible Governance

The board, with participation by the community, will envision the future of the school district's educational program and formulate goals, define outcomes and set the course for the school district. This will be done within the context of racial, ethnic and religious diversity and with a commitment to education excellence and equity for all students.

Creating Conditions for Student and Staff Success

To achieve the vision, the board will establish a structure which reflects local circumstances and creates an environment designed to ensure all students the opportunity to attain their maximum potential through a sound organizational framework. This includes employing a superintendent, developing and approving policies, formulating budgets, setting high instructional and learning goals for staff and students, and nurturing a climate conducive to continuous improvement.

High Expectations for Student Learning

The board will continuously articulate the belief that all students can learn and that each student’s learning can improve regardless of existing circumstances or resources. The board will act as leaders of a vision of shared learning that is supported by individual schools and the community.

Accountability for Student Learning

The board's accountability for student learning will include adopting a system of continuous assessment of all conditions affecting education, including assessments for measuring staff and student progress towards goals. The public will be kept informed about programs and progress. Staff and board training will be provided to ensure continuous improvement of student achievement.

Community Engagement

The board will serve as education's key advocate on behalf of students and their schools. The board will work to advance the community's vision for its schools, pursue the district's goals, encourage progress and energize systemic change and ensure that students are treated as whole persons in a diversified society. 

AUDIENCE PARTICIPATION 

The board recognizes the value of public comment on educational issues and the importance of involving members of the public in its meetings. In order to permit fair and orderly expression of such comment, the board will provide a period at the beginning of the meeting during which visitors may make formal presentations. Such presentations should be scheduled in advance. The board will also allow individuals to express an opinion prior to board action on agenda items the board determines require or will benefit from public comment. Written and oral comment will be accepted by the board before the adoption or amendment of policies not expressly or by implication authorized by state or federal law, but which will promote the education of kindergarten through twelfth grade students in public schools or will promote the effective, efficient or safe management and operation of the district. Individuals wishing to be heard by the board shall first be recognized by the president. 

Individuals, after identifying themselves, will proceed to make comments as briefly as the subject permits. Any representative of a firm eligible to bid on materials or services solicited by the board shall also be entitled to express an opinion. The president may interrupt or terminate an individual's statement when it is too lengthy, personally directed, abusive, obscene or irrelevant. The board as a whole shall have the final decision in determining the appropriateness of all such rulings. Individuals with disabilities who may need a modification to participate in a meeting should contact the superintendent's office no later than three days before a regular meeting and as soon as possible in advance of a special meeting so that arrangements for the modification can be made.

I have more than thirty years of experience as an educator in small districts like ours. Since retiring and moving to the peninsula full time in 2019, I have become highly involved volunteering in our community in many organizations that are supportive of our students and schools. Joining the board and bringing my decades of educational experience is a logical extension of my drive to serve.

Through my volunteer efforts, I have consistently seen in our community a tremendous passion for supporting our students and schools.  Tapping into this energy will be key to helping our schools go to the next level of excellence.  To accomplish this, we need to listen to all stakeholders, establish measurable goals that focus on student success, and support teachers and staff in creating high-quality learning environments for students.

 Having dedicated my entire professional life to public education, I look forward to working with my fellow board members and the superintendent to make our schools even better.

Nansen Malin

Nansen grew up in a small town on the Oregon side of the Columbia River. She found success working in advertising and later starting her own award winning manufacturing business. Nansen went on to become a motivational speaker and small business consultant. After a stint as a political lobbyist, she was ready to trade in the city lights for a 4-wheel drive and a razor clam shovel. Nansen and her husband Brett relocated business and home 20 years ago, operating from a historic house in Seaview, using technology to maintain the involved lifestyle of the big city. Like her beloved salmon, Nansen had returned home. 

 Nansen maintains a beach lifestyle online presence and is active on more than a half dozen local community boards, including the historic salmon fish hatchery and the local school board. Nansen stepped up to fill the flower gap for the Long Beach Peninsula with Nansen Florals, which she operates from her carriage house studio, providing award winning florals, topiary, garden and event design. Passionate about salmon, oysters, flowers, technology, and do-it yourself projects, every day is filled with new endeavors which she documents on social media and teaches educational workshops in the community. Having grown up just upriver, Nansen is dedicated to her role on the Ocean Beach School Board of Directors. Nansen knows and has lived the challenges of a rural remote education and is determined to solve the tough problems, navigate solutions and be a change agent for students, families, teachers, staff and community.

I grew up on the Long Beach Peninsula and attended Ocean Park Elementary, Hilltop and Ilwaco High School.  I graduated from Seattle Pacific University with a Bachelor's of Science and an Elementary Education Certificate.  After college, my husband Brady (also an Ilwaco High School graduate) and I chose to move back to the Peninsula to raise a family and begin our lives.  I taught for a few years at Hilltop School before we opened a business and started a family.  We are proudly raising two boys who attend Ocean Beach School District.  Together, we own and operate Adrift Hotels Inc., a collection of hotels and restaurants.

I have always had a deep love for this community and for public education.  I believe that "a rising tide lifts all boats" and that public education is the only equalizing factor we have to help ALL kids reach their full potential.  I'm honored to bring my experience as a business owner, parent, teacher and former student to work to create an environment where all kids can grow, and we can foster a lifelong love of community and learning.

Carolyne Perez

2024 - 2025, District #5

Carolyne Perez grew up on the peninsula and graduated from Ilwaco High School in 2006. She is currently pursuing a career in the medical field to add to her education. She has received two associates in Business Administration and Criminal Justice. The organizations that she has had the pleasure to have been part of in serving the community have been Head Start, Pacific County Health Department and Pacific County Voices Uniting. She loves to spend time with my family and to give back to the community when it is needed. Being on the school board, she will be able to bring new ideas, tackle problems head on and solve issues for the well being of our school district.
